Kowarc was established in 1983 as a local municipal engineering firm in New Jersey within the United States. Since then, due to challenges and demands present within the engineering field, Kowarc has grown to conduct larger engineering projects such as: large scale housing, highways, bridges,dams, etc.

Mr. Ditchey is a registered professional Engineer in New Jersey and Pennsylvania in the United States of America. He has over 25 years of experience in inspection, site investigation, analysis, design and construction phase services for dam projects. He has extensive experience in the design and construction of both new dams and expansion projects for existing dams. He is a member of ACI Committee on Mass Concrete ACI 207, and currently serves as Chairman of the Association of State Dam Safety Officials (ASDSO), and Council for Safe Dams. He has conducted trainings and seminars in the United States of America and Europe on Safety, Design, Construction and Rehabilitation of different types of Dams.Michel Boufadel, PE, PhD

Dr. Boufadel is a chairman of Civil & Environmental Engineering. He has over 20 years of professional experience in the field of Oil, Gas and Power generation. His expertise, include, oil remediation, hydrologic and hydraulic modeling and he is an author of numerous publications in Water Resources Research journals. Currently, he is a principal investigator in several US Environmental Protection Agency (EPA) projects, such as Exxon Valdez Oil Spill in Alaska.
